Rudy Giuliani blows up Bill de Blasio for bomb responseby Raffi Williams

WATCH  | Rudy Giuliani attacks current New York City Mayor Bill de Blasio for the way he responded to the bomb attack over the weekend.

'Kind of on Mars'

Rudy Giuliani, who some called "America's Mayor" for his handling of the September 11 terrorist attacks, on Monday excoriated current New York City Mayor Bill de Blasio for looking like he was "kind of on Mars" during the early reaction to a weekend bomb attack.

"He looked like he didn't know what he was doing," Giuliani told Circa in an interview when asked about de Blasio's initial response to an attack that wounded 29 people in the Chelsea neighborhood of Manhattan.

"So you are kind of on Mars if you can't figure that out."

"He [de Blasio] shows up and says it's an intentional act, but not a terrorist act," said the former mayor, a Republican who now advises Donald Trump's campaign.

"Before we even knew it was Islamic inspired a bombing that wounds 29 of his citizens is by definition a terrorist act. Then it took him a long time to accept that it was Islamic."

Rudy Giuliani, who parlayed his popularity in New York to run unsuccessfully for president in 2008, now advises Donald Trump on his White House bid.

Waited until Monday to say 'terrorism'

In the immediate aftermath of the blast, de Blasio said that it "did not seem that the blast was related to terrorism." New York Gov. Andrew Cuomo said it "obviously" was.

On Sunday, de Blasio told the New York Times: "Here is what we know: It was intentional. It was a violent act. It was certainly a criminal act. It was a bombing."

On Monday, after a fuller investigation, de Blasio said: "We have every reason to believe this was an act of terror."

Giuliani's response? Say the word immediately

Giuliani says he would have handled the response differently.

"Well first of all, I would immediately announce that this was a terrorist attack on my city," he said. "And that we were going to catch this guy in record time. We weren't going to allow this to happen to the people of my city."

Giuliani also commended the police for their work while assailing de Blasio for his treatment of law enforcement. 

'Bombing is an act of terror'

"The police of New York, you just got to let them do their job -- they are great," Giuliani said.

"They unfortunately don't have a mayor they respect and don't like -- they turn their back on him because he is anti-police and he also doesn't seem to understand the basics of homeland security which, I hate to tell him, but hey de Blasio, a bombing is an act of terror."
